Personal opinion :
Neobux is a PTC site with great design and instant payments. Usually there are 4-7 ads per day (it depends on your country, because Neobux has demographic filters). TOS makes a connection between your clicks and your referral clicks. This measure "secures" the activity of all users: inactive users do not get credit from the clicks of their referrals.
According to the owner(s), site has more than 900 security protocols. That means, cheaters (autoclickers, multiple accounts, etc) have absolutely no luck in neobux.
You can request a payment at $2 then $3, $4 ... When you get to $10 then that will be the minimum for all other payouts.
